Note spike from 2001 to 2003, which can be attribute largely to rate increase for both Basic and Advanced Basic. Fees jumped from $360,797 (2001_to $460,455 (2002 -- close to 28%/ Fees again jumped from $460,455 (2002)to $532,885 (2003)-- close to 18%.
