EarlierNegotiationsRough drafts of proposed renewal franchises are found at several locations in the City's files,and TelecomWatch will attempt to sort out the different franchise versions. Official City franchise renewal negotiations began in 1997 and some of the related files are found in "EarlierNegotiations" link. . As files are accumlated for this page, we will post them in chronological order to provide a rough timeline of the negotiations over the past decade. The current franchise has been in renegotiation status since about 1996, and the cable franchise ownership has changed at least twice since 1991. Assorted letters are included here in PDF files that are listed in rough chronlogical order. Their contents are intended primarily to suggest the tone and initial content of Earlier Negotiations, as well as the lack of continuity and related shift in topics being negotiated. The Institutional Network or I_NET has been a continuing sticking point, thus we've include a separate link for the InstitutionalNetwork?. (See I-NetChronology for a quick summary. In addition, assorted letters have been collected which are copies of drafts written by the City's negotiating team, the City Attorney office, and by contracted Telecommunications specialist attorneys, the Cable Administrator, the Telecom Board, as well as Cox's attorneys. Some of letters were obtained by FOIA request, others are found in several City offices. But Telecomwatch has found no easy way to organize them. They are a work in progress and are intended to provide some background and some sense of the substance and the process used in the negotiations to date. They represent only a small portion of the files available, but, to our knowledge, those collected here are not found elsewhere in any single location. We apologize for the lack of organization; we know of no cheaper, easier, or simpler way to assemble this information for public use. Suggestion are welcome at AddYourCommentary.
