ReadingYourBillIsSimpleInstructions here were received with the February Cox Cable bill: note that their is no indication of rate or programming change, nor any explanation of rate change. Interestingly , the "fee" collected for Cox's use of City's rights-of-way somehow is converted to a "tax" on the final tabulation.
