The board's composition, staffing, procedures, and duties were changed pursuant to the recommendations of a City Council ad hoc subcommittee chaired by Aldermen Lioneld Jordan and Don Marr. A new purpose and intent were defined to encompass emerging issues with media convergence and the need for strategic planning for the city's telecommunications infrastructure and information network growth. Definitions for education, government, and public access channels were provided, as well as a new definition for telecommunications infrastructure.
